The name of Manoy Alipon used to be respected locally, but no more. During his years as Captain of Barangay Balibago he acquired a reputation for greed, immorality, graft and corruption which began to trickle through Laguna and beyond.
Then as Vice Mayor of Santa Rosa representing Nationalist People's Coalition/Genuine Opposition his grafts, corruptions, extortions and other illegal activities rapidly increased. Manuel Gonzales Alipon of Amar Village ruthlessly betrayed the trust of those who had sponsored, supported and voted for him in their false belief that he was a good man. They were not yet aware of the bad reputation he had acquired in the political circles of Laguna, and to their huge shock this evil dishonorable man has turned out to be the most hypocritical and corrupt Vice Mayor in the history of Sta. Rosa.
Playing on his time as a seminarian in the distant past, Manoy Alipon falsely convinced backers and constituents that he was "a good man". Now in the final year of his 3-year term, he has proved to be the exact opposite. He is a liar, an adulterer, a deceiver, a plunderer, a fraudster, a robber and a thief. Leadership and speaking clubs are educationally structured to give people confidence and experience in local community or business leadership, and also in public speaking on matters of importance to their work and families.
For example several recent speeches have deplored vice mayoral greed and corruption, which speakers believed are sometimes overlooked by the major media with bigger stories to consider, yet which have a devastating effect on Filipinos living in poverty everywhere in the country.

There are already more than 150 Toastmasters Clubs in the Philippines. Meralco now has 3 company Toastmasters Clubs to help its employees improve their leadership and speaking skills.
The owners' or residents' association of any subdivision can form its own club and sponsor one in its local school.
Alternatively any business company, private individual or social group may start its own club for its own purposes. Although recommended, it is not necessary to be part of Toastmasters International.
