"My personal experience and that of many other foreign investors on a much smaller scale than the
global famous-brand corporations is that entrenched corruption extends to local government and
that the Philippines is fraught with dangers from corrupt politicians at barangay and city levels.
For example anyone planning to invest in Santa Rosa City Laguna suffered enormously from
the insidious corruptions of Manuel Manoy Alipon, first as Barangay Balibago Chairman then
even more as City Vice Mayor. Frankly we all rejoiced at his demise when local People Power
voted for his opponents who welcomed foreign investment to provide new businesses and new
jobs which help Filipinos by training them and enabling them to support their families with food,
education and medical care. Manuel Manoy Alipon used crooked means to extort more and more
money. We paid him 1 million pesos by check drawn on Allied Bank, Sta. Rosa, followed by a
further 100,000 pesos in cash. We paid for the 4 giants used in Balibago's 2007 St. Peter Chair
festival. We paid for expensive flowers for his father's funeral and mother's birthday. We paid
for the hundreds of roses that he gave out on Valentine's Day 2007 as a pre-election publicity
stunt. We paid for the printed t-shirts used in his 2007 election campaign. We loaned him 2 air
conditioners, a desktop computer with printer/scanner/copier, and a camera with tripod, all for
use in his 2007 vice mayoral election campaign. In return Manuel Manoy Alipon sent crook after
crook, including his cousin Danny Alipon, to our factory to cheat and rob us. He ripped us off
himself by sending us relatives of his cronies to be added to our payroll when we already had
more than enough workers for our needs. He ripped us off himself by continually taking away our
skilled employees to work on his private house and on barangay projects when we were paying
their full-time wages. He ripped us off himself by making us employ 4 full-time security guards
and pay for their professional training, although 50% of these costs should have been paid by
his trucking company Man-Ali. After the 2007 election, he constantly demanded more. When
we refused to pay more, and also refused to get involved in his illegal logging operations, he
sent his unlawfully armed Sta. Rosa City staff to occupy the factory for which we were already
paying double the rent and had already spent large sums of money on major improvements. He
ordered his staff to seize our machines, spare parts, raw materials, and other equipments including
our air conditioners, computer peripherals and general supplies. Then he ordered his staff to demolish
our workers' barracks and seize our workers' possessions too. Finally he ordered his staff to erect a
huge steel entrance gate to keep us out of the commercial lot for which we had been paying not only
our own rent and electricity bills but also the rent and electricity bills of his trucking company Man-Ali.
Manuel Manoy Alipon's actions forced us out of Santa Rosa City to invest elsewhere. But his obsessive
greed and immorality had blinded him to the backlash that his ignominious adulteries and corruptions
were creating throughout Laguna. He was summarily expelled by Voter Power in the 2010 Election.
When Comelec issued the final results, we joined the thousands and thousands of people who celebrated
the expulsion of the most corrupt Vice Mayor in Santa Rosa's history. It was a joyful occasion for us all.

The Philippine Business Leaders Forum (PBLF) says: "The Philippines has become the most corrupt country in
the region, imperiling efforts to attract foreign investors and to keep those who are already here."
PBLF has a membership of about 240 executives representing 40 multinational corporations operating here.

The Asian Institute of Management Policy Center declares: "The level of corruption and the stink of it is five
times greater here than ever before witnessed.
Companies doing business in Asia allot about 10 percent
of their costs for facilitation (bribes). In the Philippines, the figure is more than 50 percent."

The whole world describes corruption as "The Philippine Disease".
They say: "Corruption is a cancer which is eating away the vital organs of this potentially great country."

Is our government spending public funds on public projects or corruptly pouring them into politicians' pockets?
The Philippine Star newspaper raised this question: "How many thousands of public-school classrooms or
barrio clinics could those alleged billions of pesos in bribes or overpricing have squandered?"

The Political and Economic Risk Consultancy (PERC) states: "It is bad and has been bad all along. People are
